Aliyev Links Swift Peace Deal to Armenian Constitutional Revisions
Speaking to Azerbaijani reporters on the margins of the Munich Security Conference, Aliyev declared, "Our position has been communicated to the Armenian side for many years: the necessary amendments must be made to the Armenian Constitution." He added, "Once these amendments are adopted, we can sign a peace treaty the very next day."
Aliyev stressed that, in practical terms, peace has already taken shape, pointing to a high-level meeting in Washington last August as a decisive milestone in the normalization process.
He explained that the initialing of a draft peace agreement and the endorsement of a Joint Declaration—facilitated by US President Donald Trump—effectively mark the conclusion of a conflict that has persisted for decades.
According to his remarks, the remaining steps toward formal closure rest solely with Armenia’s domestic legal procedures. The Azerbaijani president made clear that Baku does not regard its demand for constitutional amendments as meddling in Armenia’s internal governance. Instead, he framed the requirement as a safeguard designed to prevent any future Armenian leadership from reinstating territorial assertions concerning Azerbaijani land.
